I had the same problem that you described when VLC showed a frame of the video, only to refuse to play the video. I found the fix in this video.By copy-and-pasting the code found here (from the link in the description) into Notepad and saving the file as youtube.lua, I was able to play the video after I replaced the youtube.luac file located in the VLC>lua>playlist folder with the youtube.lua

upsampling mp3 to wav is not actually upsampling. it's changing the container of the audio data but quality cannot be reproduced from nothing when the source is a lossless file and it's already been removed. It depends on the algorithm used, but if white noise or 0 level samples are added, it's still upsampling.
